Türkiye’de yeşil ve düşük karbonlu hidrojenin artırılması
(Boosting green and low carbon hydrogen in Türkiye)
Projenin genel amacı Türkiye’de yeşil ve düşük karbonlu bir hidrojen ekosisteminin kurulmasını desteklemektir. Yüklenicinin Türkiye’de Yeşil ve düşük karbonlu bir Hidrojen Ekosisteminin geliştirilmesine ve ilgili makamların kurumsal kapasitesinin artırılmasına yardımcı olmak için kapsamlı destek sağlaması ve ayrıca hidrojen konusunda eğitim ve bilgi sağlaması beklenmektedir. Yüklenici ayrıca uzmanlaşmış teknik destek ve rapor, çalışma ve analiz hazırlama sağlayacaktır. Diğerlerinin yanı sıra, Yüklenicinin BOTAŞ altyapısının depolama için hidrojeni barındırma uyumluluğunu ve kullanılabilirliğini değerlendirmesi ve bir Hidrojen Ana Ağ Planı hazırlaması beklenmektedir. Yüklenicinin ayrıca farkındalık yaratma faaliyetlerini ve iletişim ve görünürlüğü desteklemesi beklenmektedir.
Seçim kriterleri:
Seçim kriterlerini konsorsiyum bir bütün olarak sağlayacaktır.
Ekonomik ve mali kriter:
Yıllık ortalama ciro (son 3 yıl): En az EUR 1 500 000
Profesyonel kriter:
İlgili alanda en az 5 personel (son 3 yıl)
Synergi Pipeline Simulator (SPS) ve SynergiGas gibi simülasyon ve mühendislik araçlarına ilişkin bilgi sahibi olmak. Eğitim sertifikaları veya belirli profesyonel deneyim kayıtları.
Teknik kriter:
Son 4 yılda en az 2 sözleşme yürütmüş olmak.
Sözleşmelerden 1’i en az 1.000.000 EUR değerinde teknik yardım sözleşmesi olmalı.
Her bir sözleşme için, yeşil ve düşük karbonlu hidrojen alanında tamamlanan hizmetlerin bedeli 100.000,00 EUR’dan az olamaz.
Tamamlanan hizmetler yeşil ve düşük karbonlu hidrojen alanındadır ve aşağıdaki alanların tamamını kapsayacaktır (*):
Hidrojen üretimi, iletimi ve depolanmasıyla ilgili tesisler için ayrıntılı mühendislik ve/veya teknik özelliklerin hazırlanması dahil olmak üzere mühendislik çalışmaları;
Paydaş haritalaması ve ulusal veya bölgesel (yeşil ve düşük karbonlu) hidrojen üretim ve tüketim potansiyelinin analizi dahil olmak üzere hidrojen ve/veya enerji ekosistemlerinin modellenmesi;
Hidrojen üretimi, taşınması ve depolanması seçeneklerinin (yani yeraltı depolama, tuz mağarası) teknik ve ekonomik fizibilite çalışmaları (finansal analiz ve temel finansal metrikler dahil);
Enerji sektöründe iletim ağı veya ana planların geliştirilmesi, özellikle hidrojen ve hidrojen için doğal gaz altyapısının kullanımı ile ilgili olarak;
Finansal araçların (yatırım teşvikleri, hibeler, fonlar ve mali destekler gibi) ve/veya finansal olmayan araçların, stratejiler, standartlar ve kodlar dahil olmak üzere tasarımı ve uygulanması konusunda danışmanlık;
Enerji sektöründe izin prosedürleri ve/veya düzenleyici çerçevelerin ve yasal önerilerin geliştirilmesi konusunda danışmanlık hizmetleri;
Hidrojen veya doğal gaz sektöründe kurumsal bilgi birikimini artırmayı amaçlayan kapasite geliştirme faaliyetlerinin (örneğin eğitimler, seminerler, saha ziyaretleri) uygulanması.

Description: The overall objective of the project is to support the establishment of a green and low-carbon hydrogen ecosystem in Türkiye. The Contractor is expected to provide comprehensive support to help development of a Green and low-carbon Hydrogen Ecosystem in Türkiye and increased institutional capacity of relevant authorities, also by providing training and knowledge on hydrogen. The Contractor shall also provide specialised technical support and preparation of reports, studies and analysis. Among others, the Contractor is expected to assess the compatibility and availability of BOTAŞ infrastructure to accommodate hydrogen for storage as well as to prepare a Hydrogen Master Network Plan. The Contractor is also expected to support awareness raising activities as well as communication and visibility.
Selection criteria
Capacity-providing entities
An economic operator (i.e. candidate or tenderer) may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. If the economic operator relies on other entities, it must in that case prove to the contracting authority that it will have at its disposal the resources necessary for the performance of the contract by producing a commitment by those entities to place those resources at its disposal.
Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility and notably that of nationality as the economic operator relying on them and must fulfil the selection criteria for which the economic operator relies on them. Furthermore, the data for this third entity for the relevant selection criterion should not be included in the request to participate form but in a separate document. Proof of the capacity will also have to be provided when requested by the contracting authority.
With regard to technical and professional criteria, an economic operator may only rely on the capacities of other entities where the latter will perform the tasks for which these capacities are required.
With regard to economic and financial criteria, the entities upon whose capacity the economic operator relies, become jointly and severally liable for the performance of the contract.
The following selection criteria will be applied to candidates. In the case of requests to participate submitted by a consortium, these selection criteria will be applied to the consortium as a whole, unless specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors.
The candidate shall not use previous experience which caused breach of contract and termination by a contracting authority as a reference for selection criteria.
The selection criteria for each tenderer are as follows:
1) Economic and financial capacity (based on item 3 of the request to participate form, or on item 3 of supply tender form). In case of candidate being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last three years for which accounts have been closed.
Criterion 1: average annual turnover
The candidate’s or tenderer’s average annual turnover of the last 3 financial years for which the accounts have been closed must be not less than 1.500.000,00 EUR.
2) Professional capacity (based on items 4 and 5 of the request to participate form for service contracts and on items 4 and 5 of the tender form for supply contracts). The reference period which will be taken into account will be the last 3 years preceding the submission deadline.
Criterion 1: the candidate has, during the current year and the previous two years, on average, at least: 5 personnel directly employed or otherwise legally contracted on a permanent or non-permanent basis in areas of specialist knowledge related to this contract, (i.e. energy engineers, chemical engineers, environmental experts, financial analysts and other relevant field).
Criterion 2: the candidate is not subject to professional conflicting interests which may negatively affect contract performance. The presence of professional conflicting interests shall be examined on the basis of the statements made through the Declarations on Honour and, where applicable, the statements and other documents submitted.
Criterion 3: The candidate has proven familiarity with simulation and engineering tools, for example Synergi Pipeline Simulator (SPS) and SynergiGas, the candidate should present training certificates or specific professional experience records.
3) Technical capacity (based on item 6 of the request to participate form for service contracts and on item 6 of the tender form for supply contracts).
Criterion:
The candidate has completed services under at least 2 contracts implemented at any moment during the last four years before submission deadline, where:
At least 1 contract must be a technical assistance contract with a minimum value of
1.000.000 EUR, and
For each contract, the value of the services completed in the domain of green and lowcarbon hydrogen must not be less than 100.000,00 EUR.
The completed services are in the domain of green and low-carbon hydrogen, and shall cover all of the following fields (*):
Engineering works, including detailed engineering and/or preparation of technical
specifications for facilities, related to hydrogen production, transmission and storage;
Modelling of hydrogen and/or energy ecosystems including stakeholder mapping and analysis of national or regional (green and low-carbon) hydrogen production and consumption potential;
Technical and economic feasibility studies (including financial analysis and key
financial metrics) of hydrogen production, transportation and storage options (i.e.
underground storage, salt cavern);
Development of transmission network or master plans in the energy sector, particularly in relation to hydrogen and utilization of natural gas infrastructure for hydrogen;
Consultancy on the design and implementation of financial instruments (such as
investment incentives, grants, funds and fiscal supports) and/or non-financial
instruments, including strategies, standards and codes;
Consultancy services on permitting procedures and/or development of regulatory frameworks and legislative recommendations in the energy sector;
Implementation of capacity-building activities (e.g. trainings, seminars, field visits)
aimed at enhancing institutional know-how on hydrogen or natural gas sector).
(* one contract/services completed may cover only one or more of the fields listed above but all fields must be covered by the references provided).
This means that the contract the candidate or tenderer refers to could have been implemented at any time during the indicated period but it does not necessarily have to be completed during that period, nor implemented during the entire period. Candidates or tenderers are allowed to refer either to projects completed within the reference period (although started earlier) or to projects partially implemented during, but not yet completed within the reference period. Only the part completed during the reference period will be taken into consideration. This part will have to be supported by documentary evidence (approval of report or deliverable, proof of payment, statement or certificate from the entity which awarded the contract) also detailing its value. If a candidate has implemented the project in a consortium, the part that the candidate has successfully completed must be clear from the documentary evidence (such as consortium agreement and bank transfers between consortium members), together with a description of the nature of the services provided/supplies delivered.
Additional comparative criteria
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the request to participate of these candidates will be re-examined in order to rank them and identify the 8 best requests to participate for the tender procedure. The only additional comparative criteria that will be taken into consideration during this re-examination in the order in which they appear below, are:
Criterion 1: the highest number of contracts under which services have been completed
that meet the technical capacity criterion;
Criterion 2: the highest cumulated value of completed services that meet the technical capacity criterion.
Additional comparative criterion No 1 shall be applied to all the eligible candidates that meet the selection criteria. If, after applying additional comparative criterion No 1, it is not possible to identify the 8 best candidates because two or more candidates are tied for the 8th position, additional comparative criterion No 2 shall be applied only to these tied candidates.
